Fire Marshal Chad Hogue

Chad Hogue was appointed to serve as Smith County Fire Marshal on September 19, 2023.

Hogue has worked at the Smith County Fire Marshal’s Office as assistant emergency management coordinator and deputy fire marshal since January 2017.

From 2015-2017, Hogue worked as a Smith County Sheriff’s Deputy, and from 2012-2015, he served as the Gregg County Fire Marshal. From 2010-2015, he instructed Fire Academy Cadets through the Texas Commission on Fire Protection, and he served as an airport firefighter, deputy and EMT sergeant for the Gregg County Sheriff’s Office from 2008-2012, and as a lieutenant firefighter and EMT for the Gladewater Fire Department from 1999-2008. He has also served as guest instructor at the Texas A&M University Municipal Fire School.

The Smith County Commissioners Court voted to rescind the Smith County Burn Ban Tuesday, November 5, after receiving much-needed rain.

Fire Marshal Inspections

Smith County Installs WeatherSTEM Station

The Smith County Fire Marshal’s Office has installed a Weather System Station at the Emergency Operations Center to provide emergency management officials and members of the public a chance to access real-time, detailed weather data. Anyone can simply go to the website http://smith.weatherstem.com/oem to view local weather data. A free app is also available by searching WeatherSTEM in the app store and adding the Smith County Emergency Management Station to your dashboard.

Mass Notification System

In partnership with ETCOG, Smith County is offering enrollment in the Rave mass notification system. This system allows emergency managers with Smith County to notify citizens of necessary information in times of local emergency or disaster. From imminent threats to life and safety, to sheltering information, we have you covered with Rave.  In addition, citizens may sign up for other notifications including weather alerts from the National Weather Service. Mass Gathering Permit Application

Under the Texas Mass Gatherings Act, County Judge Neal Franklin must approve any gathering that will occur outside the city limits for more than five continuous hours or for any amount of time between 10 p.m. and 4 a.m. in the unincorporated area of the County when the event: attracts more than 2,500 people; or attracts more than 500 people if more than 51 percent of the attendees are expected to be under the age of 21 and alcohol is expected to be served; or when horse or greyhound racing occurs and more than 100 people are expected to attend. The statute requires that the event organizer apply for the Smith County Mass Gathering Permit at least 45 days before the event, and provides for a hearing process if the application is submitted timely and with all required information. Under the statute, mass gathering events may not be promoted until they are approved.

Mission Statement

The mission of The Fire Marshal's Office, The Office of Emergency Management and Local Emergency Planning is:

  • to enforce all state and county regulations related to fire, explosions, or damages of any kind caused by fire or explosion; and in the interest of safety and fire prevention, to inspect any structure for fire hazards, if called to do so;
  • to investigate the cause, origin, and circumstances of each fire that occurs within the county that destroys or damages property, and to file a complaint charging arson, attempted arson, conspiracy to defraud, or other crimes against a person believed guilty;
  • to keep records of each fire investigated, including the facts as related to the origin and cause of each fire; statistics, and circumstances;
  • to coordinate the work of the various county fire fighting and fire prevention units; to execute a workable emergency management plan designed to provide for emergency services, shelter, and food for the citizens of Smith County, and to assist the State of Texas as needed during times of disasters through mitigation, preparedness, response and recovery from disasters.
