 County Engineer Frank Davis

Frank Davis became the Smith County Engineer on July 7, 2014.

He came to Smith County with more than 32 years of professional engineering and surveying experience, including 11 years as City Engineer and Director of Public Works for Tyler, Waxahachie and Desoto.

His extensive civil engineering experience includes the areas of aviation, streets, roadways, drainage, downtown and park developments, wastewater collection systems, water transmission and distribution systems, pump stations and water storage facilities.

Davis retired from the military in March 2015, after 27 years in the U.S. Naval Reserves. As a commander in the Navy’s Civil Engineer Corps, he served in Iraq and in Afghanistan in support of coalition forces, constructing roads, bridges, schools and water treatment facilities on military bases and in the communities.

Davis has also worked as an engineer for the Texas Department of Transportation and as a project manager for an engineering firm, where he was responsible for the planning, design and construction management of private development and public works improvements.

Mission Statement

The primary mission of the Smith County Road and Bridge Department is the care and maintenance of the public right of ways allotted under our system of law. This includes, but is not limited to:

  • Roadways, bridges, drainage structures, signs, and traffic control devices.
  • Responsible use, care, and maintenance of county facilities, equipment, and supplies used to accomplish our mission.
  • Maintain respect for the rights of the public, the public trust and our system of laws.
  • Performance of our duties in a safe and responsible manner.

Texas Department of Public Transportation Public Service Announcement

For the first time in TxDOT history, all five major league franchises in Dallas/Fort Worth - the Cowboys, FC Dallas, the Mavericks, the Stars, Texas Motor Speedway and Texas Rangers - have teamed up for an important safety message to emphasize the importance of changing behavior on the road and behind the wheel. Players from each team joined together to deliver a range of safety messages. It was a "Team Effort" as they gathered together to share the importance of safe driving habits. #EndTheStreakTX

Commercial Vehicle Permits

According to HB 2741 passed by the 83rd legislative session, logging companies must notify counties when they are going to be involved in timber work within the county. This information allows the county to recoup any road damages from the companies if they damage county roads while doing their work. Smith County is now being requested by the Texas Department of Motor Vehicles to establish a specific email address where logging companies can send notification of upcoming jobs. Please use the following email, TexasTimberPermitNotice@smith-county.com, when reporting timber work within Smith County.
