Constable Jim Blackmon
Jim Blackmon has served as constable for Precinct 3 since 2012.
Precinct 3 covers the Southeast portion of Smith County, including the community of Chapel Hill, the cities of Arp, Troup, Whitehouse and some areas of Tyler.
Blackmon was born in Charleston, South Carolina, and at an early age moved to Texas when his father retired from the military. He has lived in Smith County for more than 40 years and graduated from Chapel Hill High School in 1985. Blackmon graduated from Tyler Junior College and received an associate’s degree in criminal justice.
In 2002, he was issued his basic peace officer license from the Texas Commission on Law Enforcement Standards. Since then, he has also earned his intermediate, advanced and his master peace officer licenses.
Blackmon has a son who is attending Chapel Hill School District.
Constable Blackmon is committed to community involvement and to working with all agencies to help provide safe and secure neighborhoods and reduce crime in our communities.
